Is it possible to disable controllers?
I have many different games installed at the same time and I play some of them (action, racing etc.) using controllers and I play others (mainly FPS) using keyboard mouse. So I have my controller attached all the time. But when it is plugged in, Fallout 4 does not accept inputs from keyboard mouse at all!

Usually games automatically switch to keyboard mouse or controller depending on whichever I use without having to do anything. And others give me options to explicitly enable / disable controllers. But I couldn't find any setting in Fallout 4. Is there any way to disable the controller in Fallout 4 even when it's plugged in? Unplugging it every time I play and then plugging it back in is just annoying.

Settings > Controls
or
Unplug the controller
or
1) Go to Documents / My Games / Fallout 4
2) Openj Fallout4Prefs.ini
3) Find bGamepadEnable=1
4) Change it to:
bGamepadEnable=0

Not Bethesda ones, I have XBOX wireless dongle, and Razer Tartarus plugged in and it still bogs me that Bethesda games switches to gamepad UI all the time. Usually I either unplug them, go to settings and switch off controller, or do that by .ini modifications, by altering bGamepadEnable=1

I just unplug any controller I have. It may be `annoying`, but it's supremely easy and less faffing. I don't even see it as annoying, you shouldn't have several unused controllers all in your pc at the same time anyway.
