New Pyro armor (spoilers)

So, this guy is always hostile but there is a screen shot of the player entering the full suit with frame. So i had to either kill him, or sneak and pickpocket his core then set his armor to owned with a console command.

Is this how this should be behaving?

you talk about the creation club hellfire power armor? as the quest say you should kill him and loot his power armor, after that go to a power armor frame and use the pieces. if they are destroyd repair them.

If you got a good rifle and are careful you can sneak up on him and pop the power cell on his back. Pick pocking is nearly impossible, even with stealth boys.

i didnt have any issue pick pocketing him with good sneak and a stealthboy. but i just wish it wouldnt show as stolen when i do.

That has always been the case, console commands on pc can fix that ( open console, click the frame.. type setownership done)
