I have more than 100hr play time and for some odd reason, it decides to crash when it gose to the Bethesda logo. Before the crash happens, I download the new CC mods.
Also, you have a very, very wierd PC.
Premium line CPU and Motherboard, Trash Graphics card, dual channel in a quad chanel ecosystem.
I was making files consistent, but it didn't do anything.
delete the .ini files and let the game rebuild them , see what settings it wants (check the res and aspect ratio)
go to bethesda and see what you need to do regarding installing and running cc stuff
I dont have any mods and have never used anyone before. Up to this point I have tried: 1.Verifying the game files.
2. Deleting the .ini files.
3. Uninstalling and Re-Installing the game.
Most of us, myself included, won't waste our time trying to help someone who refuses to supply the information we need to effectively troubleshoot your issue. The choice is yours.
Zidane has his own thread with his specs posted. AND, you should read all the hijackers posts on that one. With none of their specs or mod info! :)

some things you can try (in no particular order)
1. make sure you're not running the HD texture pack. If you are, get rid of it since your rig doesn't meet the requirements anyway
2. If you're running F4SE, make sure you're using the latest version. This is important since F4SE loads BEFORE you load a save game.
3. Update EVERY mod that uses F4SE
4. lower your graphics setting to the minimum and see if your game stabilizes
5. Delete all the ini files in....../Documents/my games/Fallout4/......Then launch the game with the default Steam launcher, set your graphics settings and see if you can get into the game.
6. If you're running Riva Tuner or Afterburner, try disabling them since that have been known to crash this game, especially older versions of them.
