I accidently talked to her when she walked out but I couldn't add her to a settlement and my chat is left with info is their any way I can get her to be a part of my settlements if i missed the opportunity to get her part of my settlements

When you meet her at the building, at first she says something like "i don't understand" when you ask her to join, but you can keep talking to her until she agrees, its not a 1 time thing. RIGHT after she agrees, you go in and kill Theodore so mystery meat doesn't even start. That quest can bug her out.

If you don't get her at the building, i assume you can find her at the random campsites like other traders and try asking her then.

But the best way to get her and not have problems.

1) Go to the cannery, watch the conversation, go outside when she leaves
2) Talk to her to get her to join, you might have to ask a couple times. talk to her about sick people, her vault suit, then joining . She might say "im confused", just ask again until she says yes.
3) Go inside and kill Theodore so mystery meat quest won't bug out Rylee
4) Fast travel to the base you sent her, maybe wait 1 day to make sure she is there. If she is, you should be good.

Trader Rylee will randomly spawn at campsites after she leaves her starting location.
Like all level 4 traders she is buggy and may not join your settlement (or will walk towards it only to disappear before arriving) unless you use console commands.

Also note that level 4 traders campsite spawn is NOT disabled by them being in one of your settlements, so it can still randomly occur which will pull that trader out of your settlement :/

I got lucky and i got her after the second try. I even completed the mission.I saw her once and then after a couple of hours through slogging quests and whatnot she was STILL standing infront of the cannery.
