Some of You are smart, help! Movement with ENB causes sharpen filter?!
Sup guyyyyss!
So i recently played Skyrim with ENB, but everytime i moved camera (which should cause blur), it instead made everything sharp and ugly, like if anti aliasing broke. When standing still, everything was pretty and fine. I couldn't find the reason so put off, i stopped playing.

Today i started playing Fallout 4 with ENB, and i have the exact same problem? O_o
It's like instead of blur i get opposite, Sharpen filter. I play with all default Pilgrim ENB. I know You people can find a way to help me. Perhaps i messed up my GTX1070 settings panel?

Luma sharpening + TAA? When you move the camera, TAA causes things to go blurry, and with Luma sharpening there's gonna be a weird effect where it tries to sharpen the blurry image that's caused by TAA.

This is the first thing that came to my mind.

I disabled TAA and depth of field, however, it only fixes the problem in brighter scenes. Still have the problem with most lighting environments though. Not sure how to disable Luma Sharpening but I'll try checking the enb settings in-game.

Update:
I set Luma Sharpening Power to 0 and even turned off Post Pass totally but nothing has changed.

Hello, did you find a solution? i have exactly the same problem...
I found the problem in my case, not only in Skyrim but in every game. The problem was the refresh rate of my screen. I had an option wich reduces the ms of the screen in the software of my Lenovo (overdrive in Lenovo Vantage) and makes in the same time a sharpening at each movement. If you have this problem, look your options about the refresh rate in the Nvidia Panel, in the software of your brand or on the options of your monitor.

I don't recall exactly how I fixed it but this definitely rings a bell. I had some issues with it in other games as well and tinkered with some of my monitor settings and updated the drivers to fix it. I believe every time I launched the game my monitor settings would change themselves, the refresh rate and HDR settings specifically. Sorry I couldn't be much help but I hope this helps give a lead to anyone else who has this issue. Thankfully you found a solution as I remember there being very little about it online.
For anyone facing the same problem
I've found out mine was caused by Sharpening Amount in the postpass section of ENB menu.
I'm thinking the problem was that it was calibrated by preset author taking into consideration DOF which I've disabled and got myself an oversharpened image when moving.

Hey, I have been having this issue and I found a solution that worked for me. It tuned out that is was the monitor and somehow overdrive was cranked up to the max. So simply lowering it fixed the issue. Just hopes that this helps someone out there

Standing still - Depth of Field causes blur.
Moving - Moving Blur causes blurring.
I disable them both as the first is realistic at long distances, but video game developers never apply properly, always like at 200ft. as you experience.
Second is japanime carp which I always hated, no base in realism at all.
