It's tedious because of how long it takes the animation to cycle, but you'll know immediately if it's going to successfully grab the pie because when it does the arm begins by shifting slightly to the side before descending.

With 1 Luck you have 0.2% chance of a guaranteed cake

With 10 Luck you have 2% chance of a guaranteed cake
2.050% on next attempt
2.1% on next...so on
Its best to just boost Luck to 20+ and then try for the cake.
It was added to Far Harbour after Todd Hines complained that he didn't think it was even possible to get pie. [He mentioned this in a video interview while demo'ing the game. Seems like the boss should've known about the game's mechanics beforehand, but...]
