NVMe SSD drive that Looks like a ram stick. Bypasses the SATA bus and goes directly thru PCIe via a special socket. Very fast, but won't matter to FO4 loading problems.
I have one (a Samsung 960 pro) as a system drive and a couple 850 pro sata type SSDs for all my installed games and some loading screens to outdoor Commonwealth can take a couple minutes.
I posted in another thread that you can alt-tab out and back into the game during these long waits, and it will instantly finish the loading. No idea why, but it works.

This does not share engines with Skyrim Original but with Skyrim SE, need to break that limit but with the right setup. What vertical refresh frequency is your monitor capable of ?
