Kid in a Fridge bug *spoilers*

Hey guys, I'm having some issues with this quest.

I got billy back to his parents but the gunners from quincy decided to follow me and killed Carol Peabody, the mother of billy.
Now the quest is stuck on the part where you have to talk to Bullet. Hes standing there, waiting, telling my character to go away while my objective is "Talk To Bullet'
I think this is because the mother is dead, because she has voicelines that she needs to say during this part.. But shes kinda face down in a pool of her own blood.
resurrect doesnt work either.
Any ideas to fix ?

Can't you load a previous save and not let the gunners kill Carol this time around?

The gunners showed up to take Billy after he had been reunited with his family and it is a tough fight.

No, cant, its been a while since i been there.

The only bug is that quest actually exists. Deport Billy.

I think the quest might progress if you just get rid of Bullet though I am not certain as there may be other lines she has to say I know in at least one playthrough I ran into and took out bullet before I reached the house thinking he was just another of the ones from quincy and it still completed.
