When is Clint at Quincy Ruins sleeping?

Nope, he won't. You can't steal an enemy NPC's PA. You can only take the PA pieces by killing him or shooting the fusion core. Plus, you can buy PA frames from Arturo in DC or from Atom Cats Garage and place any PA pieces you have, loot or find on that frame you buy.

If you sneak to the top of the church steeple, it's fairly easy to snipe him while he's outside his PA, then grab his armor later.

Regardless of how you go into the ruins, you'll almost certainly have to kill quite a few enemies. I'm not sure it's possible to sneak in and get back out undetected. Going in from the west side, mining the church interior/stairs, climbing the steeple and then sniping, is my usual strategy. There are probably others.

I havent seen him outside of his powerarmor. Is it because he saw me?

Not sure. I'm reasonably sure I've seen him in standard armor though. Making me doubt myself now.

You could be right. Ive read about other people killing him outside of his PA. I just cant understand why I havent seen him outside of him PA yet.

Maybe varying the time you go in might yield different results. If you manage to get in while he's sleeping you'll have to kill him pdq. He tends to jump into his PA if he gets noised up.

Try using the Syringe Rifle on him. Use the ammo that makes him forget about combat for like 30 seconds. That might make him exit the frame.
