Report a translation problem
As stated in the OP the problem existed before moving the key for grenade/bash. That was part of the attempts to correct it. Its not the which key that's the issue. No matter what key is used for grenade/bash the hold breath code doesn't activate. FYI hold-breath appears to be hard coded to the left-alft so some folks moved the grenade/bash to have distinct functions.
I need to hear from someone with expereince in this problem or some idea what mod/code may have affected it.
Trying to rebuild a 255 mod list now is going to be a huge chore. If someone with experience could narrow it down to a handful that makes it more feasible to do a "which one" check.
Bear in mind to test the big mod list as I was adding them I woud play a few minutes to see if it worked. If it did add another mod and play a bit more. I just noticed the sniper no hold breath now. Problem is during the first hours of play one doesn't need to use the hold breath function. So i can't say its just the last mod. It could have happened along the way and it would have gone unnoticed until now.
Still could use a suggestion on what type of mod might do this. That is the animation and scope mods tested on removal.
It may also be the placement of said mods, but I doubt that.
Which isn't as helpful as that might sound.
A quick real life background.
I played FO4 vanilla when it first came out. A year ago played a pretty modded FO4. In the the spring my computer had a hard drive problem. Had to format c: and reinstall windows even. So lost all my mods and the mod list. Felt to just walk away from FO4 onto other games. Last week I friend finally switched from Skyrim to FO4 so I started suggesting mods.
Around like... 4 days ago... I started installing the mods. So all my mods are dated as installed within the last few real life days. >.<
Since it was a fresh install of FO4 I also started the game again. As I installed 1 or a few mods I played abit to see if they worked/crashed. There were times of course and sorted those out. The mystery here is I can't say for sure when in the last few days with 300+ mods tried the feature stopped working. As you may recall you start out in vault with a 10mm. In the surrounding Sanctuary/Abernathy/Concor/10 Pine fighting its pretty light. Its in Lexington that i finally really needed sniper mode.
Im trying to do this without a full mod flush and reinstall. Some mods like radio stations shouldn't affect it anyway.
My first guesses for a type of mod would be animation. Cleared that small list out. No change. Second guess the 2 scope mods.
Could Armor and Weapon Keywords do this?
All the Keys i changed show up there, but i never messed around with that one, maybe delete the Entry for the Bash fixes that (just a suggestion!)
Turns out if you check in keybindings you will find there is a lack of an option for the hold-breath. It is hard coded. Meaning you can't change it. It is stuck on left-alt. By default left-alt also does the grenade/bash. It is context senstive so if you are on the default keys and zoomed on a scope you hold breath not grenade/bash.
So for some they moved the grenade/bash to avoid melee attack vs scoping issues. (maybe just user error)
What im seeing is no matter if I move the grenade/bash key to be on left-alt or not the hold breath code doesn't activate.
THough you did suggest checking the .ini file. Ill go do that. Maybe the binding got deleted?
Can someone who has a working hold-breath check their Falloutprefs.ini and post anything related to keybindings so I can compare a working vs my-broken key bindings.

But i use a pretty weird DC(forward backward) AS (left right strafe) setting just to have it said..
One set of mods asked me to set them to read only after adding a few lines outside of the "controls" area. Its possible that the control section got dumped and then blocked. But I can play the game so its getting it from somewhere?
Was that the Fallout4Prefs in your MyDocs or the steam directory?
