I am stuck at 91 happiness. PLEASE HELP!
Currently level 102 I finally got back to this game since I got bored.

Maybe add a bit more crops aka food, some stores would also help too. Specially a food and drink store! Maybe add some funiture and add somthing for that settler to do like defence.

Capture cats with the cages if you have the DLC. Be very careful if you try to capture dogs. I think out of 10 captures I had 9 aggro mongrels and only 1 junkyard dog. The cats though are 100% good I think. Nice and easy passive Happiness booster though it does take a lot of them for a full Settlement. You can also put up paintings in your Settlement, think they do a little to boost happiness. Best things though are doctors and bars though. Have a couple in your settlement to increase happiness.

If you want to mod, Northland Builders has a number of job stations. Some of them will add happiness to your Settlement(s).

Make sure nobody at your settlement is a follower or a robot. I know robots set their individual happiness to 50% and if i remember right the followers can too.

Place a lot of Decorations - paintings, rugs, etc.

A ratio of 2 food and 2 water per settler works well for me.

My happiest settlement has 22 cats (but that's probably overkill)

on every playthrough i use a settlement for my personal home....with piper or kate as my 1 settler there for food. I place a weight bench, pummel horse thingy, pop machine, slot machine, dogs bought from the super mutant in Far Harbor, and over time, BAM 100%.

Doctors help too.
i've gotten 100% happiness with 15 people in starlight drive-in (now at 17 tho)

Settlers do not gain any happiness above 80 with additional Food, Water or Defense over 1 per settler.

After you reach that basics cap, you need additional sandboxing and store elements. Vault-Tec Workshop is extremely useful here, as there's a plethora of useful happiness generators. The Mood-enhancing Soda Fountain is particularly effective, but the Indentured Servitude Slot machine is a massive drain, though it's very tempting as it generates a lot of caps.

Settlers also like being employed. Unemployed settlers will have a small happiness penalty, though with enough bonus items, you can offset it.

Pretty sure Wasteland Workshop added the cages you can trap stuff.

I envy you your score. I never strive for more than 80, mostly because there's no point. My Starlight Drive In was just at 80, after I found a settler was stuck in a building, and pretending he couldn't get out. After I let him out two times, and he promptly got stuck again, I shot him, and dragged his lazy ass out of the settlement.

It'll probably bottom out at 75. Nineteen settlers should easily be able to grow at least 70 food per day. This will make them happier; they'll have more to eat.
