If .NET Framework is for some reason corrupted or broken and you are able to install 4.7.1, then try installing that instead of the 4.6.x.

Do google "sfc: /scannow" too. It is a smaller hammer that MUST be run multiple times to repair ONLY system files. 3 times is the consensus.
