people like 'never ending double barrel shotguns' and explosive pipe rifles (which you can make pretty good as automatics)
legendaries are pretty rare on lower difficulties but they have a chance of worthwhile loot. I only really saw fatmans on raiders wearing power armor.
Concord seems normal enough though most places you go dialog doesn't have consequences.
You will be forced to withdraw and regear/level up many times if you are out exploring rather than doing a rough follow of the Main Storyline. There are quite a few encampments, fortified strongholds and other places that have been fully taken over by Raiders or Super Mutants that require higher level characters or knowledge of the game mechanics.
Truly random raiders almost never have a fat man unless one of them is a legendary enemy, and a legendary fat man won't normally appear before about level 20. But there are a few places where a raider is preset to have one (and always will whenever that particular raider respawns). On the upside, if you manage to kill them off before they use up their fat man ammunition, you can take it for your own use.
Its not impossible to see as many Legendaries as you have, its just unlikely.
Nothing unusual here, legendary raiders spawn all the time and all over the place.
Likewise, legendary radroaches even at the lowest levels are a possibility.
Plenty possible. There's at least two raiders in the low level zones with a fatman or similar weaponry, one's in Lexington on a passage between two buildings up high, secured from the ghouls, and the other's at Outpost Zimonja, the raider boss. The first areas aren't completely secure from that sort of weaponry, in some cases you'll still see some heavy firepower aimed at you.
Simply bad luck on your part. Aside from a few exceptions, quest locations aren't really locked away, it's possible to stumble on them by accident (and in many cases even start the quest that way).
Legendary mobs are just a part of the game and generally are nothing to be afraid of.
There is a raider in power armor armed with a fatman in Lexington, take a different route or sneak your way to the top of the buildings and take her out to avoid getting nuked.
That compound you raided is tied to Covenant, you unwittingly stumbled across thier master base and missed out on an interesting storyline. Depending on the choices you make in that storyline you probably would have had to kill off the folks in Covenant anyway.
