Not always, but normally the author tests the mod's compatability with other related mods before release.
If you got other mods that change how armor works then yes, it will probably conflict.
So you basically only need Armorsmith Extended and then you can download mod armors (if you want) and they usually have Armorsmith Extended as a requirement or there is a patch for it.
If you use a mod that doesn't have a patch for Armorsmith Extended you can still use it, you wont be able to put the extra weaves on it on a workbench etc though. It wont blow up your game or anything.
Naturally, because there is no leveled lists invovled. FO4Merged isn't the same than Bashed Patch. It merges keywords, while latter works best with leveled lists.
The need for FO4Merged depends on your load order content. If you check your load order in xEdit, then you might notice that several items that should have AE keywords do not have them. As said, if your load order does NOT have conflicts, then that might not be the case at all.
As I also said, Bashed Patch is not necessarily required for Fallout 4 anyway, becasue there is no public release that would support it. This is why most mod authors using record based leveled lists do not include Bash Tags to their mods.
Which of course also makes it even more relevant to create xMerged, if you have mods that edit leveled lists through records. Game does not merge conflicts at all. It will simply overwrite them, based on which records win the conflict. Same applies to any record edits, including keywords.

That one does edited the leveled lists so if I had another mod like this, there would be problems. So you are right that a bashed patch might sometimes be needed, Other mod I got is Skibadaa Weapon Pack REDUX (https://www.nexusmods.com/fallout4/mods/23064) with AE patch, this mod adds items with a script at loadup so no bashed patch needed for this mod.
So a big tip to people adding custom armor and items, look in the description if the mod adds the item through a script, if it is a craftable item only, or adds them directly to the leveled lists.
In the first 2 cases, you can go nuts and just download the mod since it wont conflict with other mods. In the third case where it adds item directly in leveled lists without a script, I would be very careful about adding several mods that do the same thing. Basically I only have 1 mod that does this and that "should" be safe.
