Report a translation problem
Unless a mod says it specifically says it needs to be installed from the start of the game, do not install any mods until after you have exited the vault. There seem to be a lot of people that have issues with this. A more specific problem are mods that add holotapes before you get the pipboy.
Also, deactivated does not mean uninstalled. Try uninstalling all you mods that do not require themselves to be added from the beginning, and then see if that start sequence works.
Setstage mq101 805
Hit enter and then type:
Setstage mq101 900
This will advance the cutscene to the point where you exit the cryo chamber.
it might just fix the issue by bypasing it.
