There will be no differrence as the GoTY "should" come with the DLC's.
Fundamentally what matters is that you will have the DLC's and thus have complete access to use any mods that might require those DLC's.
That is player made mod(s) and other software that you may want to install and use should be much easier if you have everything.
As far as do you get other content available in one and not the other, Answer No....That would mess up modding, which is the big draw for games by this company.
It does not make sense to sell the season pass at the "same" price than GOTY.
GOTY (Game of the Year) version of the Game = Fallout 4 and all the DLC for the game.
The only difference is that one requires buying the base game and then buying the DLC (either one by one...NOT recommeneded) or all of them via the Season Pass (recommended IF you already have the base game already.
The other one (GOTY) has everything together already (you do still have to acttually download the DLC to use it, but you don't pay anything except the price of the GOTY).
Both ways get you the base game and all DLC's for it.
Now is a great time to buy the game and DLC's since alot of it is already on sale right now (Season pass and base game, PC and consoles I believe).
