I try and keep around 25% more food and beds on hand, than population. (I've got the 'concord water tower' mod, so ... water is no problem.)
Are your other settlements in that supply line actually producing food?
When was water ever an issue?
Have you considered that maybe they are actually having a good day and maybe just hinting that they normally do not. :)
But that is normally a way for the settlers to tell you that they lack food, I think? I am not sure, the settlements can be fun but also very confusing.
I do use supply lines, but I always make sure every settlement can produce enough food on their own in their own homes.
Yeah, but it's strange. What they say is suppose to clue me in on what issues they have since they don't tell me directly? But if it's not always true what they say, it becomes really difficult to find out how I can help them.
Why do you keep more beds and food? Is it so that there is resources for the settlement population to expand?
Also keep in mind that ANY settlement with the 0 data bug in the workshop is NOT producing food and will instead consume food and water from OTHER settlements.
You want extra beds and food in case of settlement growth. If the population goes up while you are away you could quickly suffer penalties for not enough beds and not enough food.
These will occur if the 0 data issue appears in your workshop. It takes being in the settlement a few minutes or open workshop to make it correct the data.
Also: when provisioners arrive, they count toward a temporary bed need, I believe.
I've got a mod that is SUPPOSED to let you have... basically unlimited settler numbers, but it doesn't appear to be working, and I'm way too lazy to fix it. I've got 21, 22 in some, and 31 or so in Vault 88, but with 60 settlements maybe I should be glad it's not working... I don't know what I'd even DO with 50 or 100 settlers...
