1. What game version are you running? ____________ (goto your game folder and hover your mouse over the fallout4.exe file. A window will pop up with the version)
2. What version of F4SE are you running?____________ (while you're in the game folder, look for "f4se_n_nn_nn.dll". The n's should match the answer to question 1 above)
3. What version of Looksmenu have you installed?__________(assuming you installed it with NMM, look at the "Mods" tab and take the version number directly from there)
4. Do you have a folder called "Presets" in \Data\F4SE\Plugins\F4EE\ ?
NOTE: it's very important you verify your software versions EXACTLY as I asked you to (read what's in the parentheses).
EDIT: it's very possible that your anti-virus is detecting F4SE as malicious. If you're using Nortons, I can tell you that it's DEFINITELY what's happening. Just EXCLUDE the following 3 files from SCANS and REAL-TIME protection:
f4se_loader.exe
f4se_steam_loader.dll
f4se_1_10_26.dll <===this is the file that's probably triggering your anti-virus

Just deleted all versions of f4se through the uninstaller and got rid of the .dll files of the old version and reinstalled. No change

1. You might have some leftover files from a previous version that's interfering with the new. I don't know how you update your mods but if you just overwrite them with the new version, that practice can lead to problems. The cleanest way of updating is to uninstall the previous version first and then install the new version.
2. You might have another mod that is conflicting with Looksmenu, though honestly, I've never heard of that happening with that particular mod.
3. Assuming you're using NMM, you might want to try running it as Admin, UNINSTALLING Looksmen first, and then re-installing it.
I installed fallout 4 from scratch. Downloaded all the newest versions of the mods I wanted to use, includes "F4SE" and when installing that it reported that I have a newer version of the game than the F4SE program and that I have to wait for them to make a new version of F4SE that will work with the newest patches for the game.
I had the exact same issue. I couldn't figure out why my presets were not showing up. Once I ran the game through the F4SE .exe, they showed up.
