Is there a mod for getting clothes to show up over/on top of armor?

no, but there's a mod which turns your armor invisible

it's called concealed armor iirc, been using a while now in conjunction with armorsmith extended

There's also "custom combat armor" that can do this, tho only with combat armor. But it also does other stuff like you can put icons from other games, tv shows, etc on your armor.

Currently rocking a full set of GDI combat armor. There's also pirate, star wars and many more.
