Preston Garvey "when freedom calls" bug
Right when I join Preston Garvey at the end of the quest, we go through dialogue and when he is supposed to assign "the first step", he gets stuck on "anyway, I am glad youre here" and doesnt say anything. Ive tried looking away and going somewhere else and coming back, and reloading old saves. Any suggestions on how to fix this? (yes, i am using mods)

EDIT: I fixed this problem by going to Tenpines Bluff and Oberland Station after he gets stuck with "anyway, I am glad youre here". When I got back to Preston after finishing their quests he made me general and it fixed itself, everything works well now.

I've had this bug and found the best way to get around it is(if you're using a pc):

1. Open the console.
2. Type in (minus the quote marks): "GetStage 001a001c".
3. Type in: "CompleteQuest 001a001c".
4. Exit the console.

The quest should now show onscreen as done with XP given.

I'm getting the same exact thing...he just stares at me with no dialogue option or anything else.

FIXED

I know this is late but for anyone in the future encountering this bug. At the end when Preston and group reaches sanctuary Preston says "i'm glad you joined up" or when talked to later "are you ready to help out?"

I don't know the exact solution but here's what I did. Mind you, mine's a modded gameplay, but vanilla users, you can try the similar steps, minus the modded bits.

Load a save prior to meeting Preston in concord. I have done nuka world so MAKE SURE TO DO OPEN SEASON AND THEN CLEAR ALL RAIDER SETTLEMENTS OF THE RAIDERS, THEY DO NOT RESPAWN. Remove flags (I had a bug so mine had no flags but some other threads suggest this). Also make sure to remove turrets before starting this as they can cause glitch problems. Build a radio beacon at all settlements and have at least 1 settler. I use Tales of Commonwealth mod so some are named settlers and that's fine. Not confirmed, but it seems the key settlements are Oberland, Tenpines and Abernathy. ALSO DO ALL SETTLEMENT-related quests before meeting Preston. I activated Abernathy's quest prior to that so I completed that.

Then I rescued the group and played as normal up until the point where Preston stops in front of the minuteman statue and that (for me) is the infamous glitch. Ah also to note, before reaching said point, I had some mods that enabled multiple companions (everyone's best friend and Wastelander Barb), I just dismissed said companions and kept ONE vanilla one (piper in my case). Then talk to Preston at said location. At first the same situation unfolds, give it half a minute or so. Wait for up to 2 minutes if you must, I thought I failed again until he finally broke silence and spoke about being the last minuteman.

I literally went a sleepless night trying various things and FINALLY I got it to work. I was on the verge of reinstalling/restarting. Thank god my last attempt worked. This SHOULD work and if it doesn't then yeah best of luck to you, this is the best I can do and my job is done. Adios.

I think I found the best fix for this, use the “resetactor” command on Preston and fast travel to sanctuary. That’s what fixed it for me.

you also have to clear the debris at the castle to unlock it more.

I ran into this bug too but interestingly after tabbing out it miraculously fixed itself
this is a major breakthrough guys. i figured out what mod causes this issue. if you are playing modded, the cause is the The Depository Heist(https://www.nexusmods.com/fallout4/mods/26876?tab=description&BH=1) mod. this mod may have broken tenpines bluff accidentally by removing a key quest giver causing preston to look for potential quest giver to generate a radiant quest. because one is missing, the loop of looking through potential quest giver for the radian fails, because it is stepping through the abernathy farm(blake abernathy) tenpines bluff(unnamed quest giver) and oberland station(unnamed quest giver), causing the code to enter an infinite loop looking for the tenpines bluff quest giver that never spawns(or got removed). i have a hunch preston's radiant code does that everytime he pester us with another settlement needing our help because when i looked at his code usinf FOedit, he checks almost all settlements, that isnt involved with railroad. so yeah. dont install that mod anymore

Unfortunately it isn't that simple. I have used many mods, none called the Depository and have had issues like the OP's. Your issue works for your PERSONAL game, but not always for everyone else's I've found since everyone has a different combo of mods.

Other mods (or combo of mods) can cause this too and I sometimes think just the general game can trigger it by itself. For instance if you start a questline then walk off before finishing talking to a key NPC, this can also break Preston at certain points.
