Super tough gunners
So I just downloaded the mercenary armor pack mod for a new playthrough. Now roughly half of the gunners I find have super strong armor (talking sometimes over 100 rounds to kill a private) and it is clear that they have armor far too high a level for them. Has anyone encountered this/know a fix?

what, over 100 rounds? how many of damage you deal per shot?

Weapon says roughly 22, but they have had some CRAZY high armor. I was roughly level 12-13 at this time

Sounds pretty bad, but gunners in the south will be much stronger than gunners in the north, generally speaking..

Just play Survival mode then you do more damage and get much more legendary loot..
oh and keep running! ;)
