Nope, that is Bethesda's own modding platform, similar to Nexus or moddb. What you refer to is Creation Club, which is a separate platform offering paid content.
Yeah, but it unfortunately offers just worst versions of mods already available in other platforms. Best thing to do is ignore it and go for your favorite mods in Nexus, which is the main hub for Fallout 4 content.
No, why would you think paying for something would mean you would get 'quality'. Most of the CC stuff is either garbage or you can get equal or better quality free from people who do this stuff for a hobby.
