Go back to an earlier save and start the quest normally by talking to Kent.
Using the console to force advance a quest is the shortest path to a broken game.
You have been told what you need to know. Stop being a dufus and borking up your own game by being impatient and childish. Once you start using console commands and modding your game, all bets are off. You have changed the nature of what the devs worked so hard to give you...it's all on you at this point.
Just because you can do something doesn't mean that you should. Now you know.
The truth isn't always pretty. Nice of you to skillfully bypass the filters to sling insults from your high horse, but you've undermined your own argument in doing so.
The first two responses were making the same point. The OP tried to side-step it by blaming the game. I felt the point needed to be made a little more forcefully in hopes that it might get through.

I am glad the quest is now advancing, but I do blame the game for not giving any quests by the radio before Delancy was killed. While searching for a solution, I found many other references to the radio broadcasting only the S. S. episodes without any interruption from Kent to give quest targets. I repeat that I was listening in Goodneighbor while wearing the S. S. armor and hat.
The only time i had an issue was when I jumped ahead and got the costume and put it on before talking to Kent instead of talking to him first and then just following the quest from the very beginning. Fallout doesn't like it when you jump ahead in quests lol
I have done this quest 6 times, and I have never had an issue, and when I do happen upon glitch/bug/crashing issues, I re-load previous save and try again. I also google for possible known bugs. If I happen to fail in my own investigation, I turn to the community for advice.
And if you want to talk about side-stepping, Lets bring up how the damn game makes it where you specificly have to be wearing a set of clothing to advance the quest...WITH NOTHING ACTUALLY TELLING YOU YA HAVE TO BE WEARING IT.
It's dumb. It's stupid. It's as stupid as making it where the Player HAS to exist the rooftop of Fort Hagen for the brotherhood sequence to happen. Its evidence of Poor implimented writing when you can't just make it where the character can have the clothing to start the quest, but has to be wearing it, with no spoken clues about how they have to.
So no, I'm on OP's side on this one. This game has terrible writing to begin with, And this is just one of many issues with it.
