Silver Shroud - Kendra
The radio broadcast only the S.S. show episodes and never gave quest targets until I used SetStage MS04 410 to get the bartender to advance the quest by giving the location of Kendra. When I went to the apartment building, there were no raiders inside, and the door to the stairs was not usable. I could use TCL to get through the door and follow the quest marker to Kendra's room. The quest marker was in the room, but Kendra was not. How can I get the quest to advance? I can revert to earlier saves.

This happens when you start mucking quests up with the console.
Go back to an earlier save and start the quest normally by talking to Kent.

Definitely this ^

Using the console to force advance a quest is the shortest path to a broken game.

I did start the quest normally by talking to Kent and getting the costume. It was only after over an hour of listening to Silver Shroud radio while walking around Goodneighbor, wearing the suit, and hearing nothing but show episodes that I resorted to using the console. I had tried talking to Wayne Delancy but did not have the option of speaking as the S.S. and got only responses that amounted to "bug off." What are the alternatives if the quest fails to advance as it should?

You need to wear the Silver Shroud costume and hat, once I put those on the quest kicked in straightaway

Clearly, you have no idea how frustrating it is to try and talk to someone who is completely obstinate and beligerent. You'll figure it out eventually and then you'll be extra annoyed with mouthy brats, just like every other grumpy old bastard there ever was.

You have been told what you need to know. Stop being a dufus and borking up your own game by being impatient and childish. Once you start using console commands and modding your game, all bets are off. You have changed the nature of what the devs worked so hard to give you...it's all on you at this point.

Just because you can do something doesn't mean that you should. Now you know.

Reload the earlier save like you said you can do in OP and see if the issues keeps on going. It's always easier to re-load a save and try it before doing anything else, especially using console commands that have great potential of breaking your game. I do that and unless nothing helps, I come here and ask for help. Usually community is very heplful and understanding.

What kind of Dou che bag response is this? No wonder the Fallout community is so cancerous when a random asks a Legit question and gets this kind of response.

The truth isn't always pretty. Nice of you to skillfully bypass the filters to sling insults from your high horse, but you've undermined your own argument in doing so.

The first two responses were making the same point. The OP tried to side-step it by blaming the game. I felt the point needed to be made a little more forcefully in hopes that it might get through.

Today I tried murdering Delancy, though I had no option to speak to him as the Silver Shroud, and my quest instructions did not indicate he should be killed. He was never mentioned on the S. S. radio broadcasts. Activating his body gave the prompt for leaving a S. S. card. After I placed the card the quest proceeded normally, at least through the killing of Kendra.

I am glad the quest is now advancing, but I do blame the game for not giving any quests by the radio before Delancy was killed. While searching for a solution, I found many other references to the radio broadcasting only the S. S. episodes without any interruption from Kent to give quest targets. I repeat that I was listening in Goodneighbor while wearing the S. S. armor and hat.

The only time i had an issue was when I jumped ahead and got the costume and put it on before talking to Kent instead of talking to him first and then just following the quest from the very beginning. Fallout doesn't like it when you jump ahead in quests lol

No need to fully blame the game, take responsibility for your own actions. Yes, the glitch has occured, but you rushed to use console commands instead of trying other, safer, methods first thus kinda bloating the issue you had even further. You should have just re-started the whole quest from the beginning via an older save.

I have done this quest 6 times, and I have never had an issue, and when I do happen upon glitch/bug/crashing issues, I re-load previous save and try again. I also google for possible known bugs. If I happen to fail in my own investigation, I turn to the community for advice.

Like you said, The truth isn't always pretty. I'll call a Dou che bag what he really is: A Dou che bag.

And if you want to talk about side-stepping, Lets bring up how the damn game makes it where you specificly have to be wearing a set of clothing to advance the quest...WITH NOTHING ACTUALLY TELLING YOU YA HAVE TO BE WEARING IT.

It's dumb. It's stupid. It's as stupid as making it where the Player HAS to exist the rooftop of Fort Hagen for the brotherhood sequence to happen. Its evidence of Poor implimented writing when you can't just make it where the character can have the clothing to start the quest, but has to be wearing it, with no spoken clues about how they have to.

So no, I'm on OP's side on this one. This game has terrible writing to begin with, And this is just one of many issues with it.

The issue happened to me just 2 days ago and it was the need to wearing the S.S. costume completely.
