If you need one right away, go to the molerat cave behind red rocket, there is one down there.
You can also buy them off weapons vendors in the ammo section.
They are extremely expensive from vendors. If you want to play in Power Armor a lot, take a rank in the Ammo Finding perk on the Luck stat. Fusion Cores (the name for the power cell for your PA) count as ammo because they are also used as ammunition for the Gatling Laser (might be something else too), so you will find a lot more with even just one rank of that perk which I can't remember the name. Lol. More ranks = more cores, but 1 will give you a solid bump in the chance and amount. I think the most I found at one time was 6 or 8.
Otherwise, as stated above, listen for the whine of a generator like the one in the basement of the Museum. Those will always have 1 fusion core in them. Ammo containers though will be a serious help if you're planning on running around it in all the time.
