Can't raid certain settlements?
I'm finishing up the Nuka-World DLC by capturing a few settlements and converting them to Raider outposts. I kinda like the game to have a bit of a frontline style thing where the raider settlements start in the south-west corner and move up. One problem I'm having with that though is the game is not giving me the option to raid any settlement I want. For the first one, I got a few that seem to be prime picks, but not all the ones I wanted. After I took one, made a vassal settlement, and defeated a rival gang, I got more options for capturing a settlement, but still not all of them. What gives? Are there certain settlements I just can't raid? Is there an algorithm to it or am I doing something wrong? Thanks!

you can not place raider outposts too close to one another. In other words, if a settlment is too close to an already existing outpost, you won't be allowed to capture it

Another question: Can you capture settlements not captured by the minutemen?

Creating a raider character, thinking of having them go straight to nuka world, Can I capture settlements randomly still or do they have to be settlements claimed by the MM?

I'm not aware of that being a restriction, since I'm pretty sure I've captured some fairly close settlements in the past. From what I've seen, a settlement may not be available if there's a quest linked to it (either an active quest that appears in your pipboy, or one that has already selected that settlement as its target).

You can capture settlements before even meeting the Minutemen, and if you plan to turn on the raiders later, it's actually better to do so, since Preston doesn't become permanently annoyed with you if all your raiding happens before you join him.

I haven't become allied with any settlements, and the one I did (the Slog) I placed a recruitment beacon and STILL I can't raid any settlements whatsoever. Is it that bastard Arlan Glass' fault? He's got that one quest. And do I HAVE to be allied to a settlement before I can raid it? The more I think about this the more tedious it seems to be. So you have to prepare a settlement before you can raid it? I wish there were a mod to make this much easier...

I think the way it works is, any settlement that would need “clearing out” i.e. ghouls or raiders, there is no settler to coerce. Only settlements currently inhabited by farmers etc can be claimed.

peacefull way:
claim an infested settlement and sent one settler from any other settlement over there... preferably one that is not important.
than talk them into leaving.

shank will remark that this is your turf and if you are sure that you want to kick your own settlers out.

agressive way:
on unclaimed settlements you simply have to do some pest control.

on claimed settlements (by you or unaffiliated) just kill everything there is, including eventual Minutemen Reinforcements.

shank will say the same as above... but will be even more impressed that you are going to kill your own tenants.

You can claim every settlement for the raiders (there is no distance restriction), and they do not need to be populated first. There is even recorded dialogue when you forcefully take over a settlement that has no settlers. Just remember to reserve a few to make vassal settlements instead.

If there is a quest in the settlement, it will not be available as a raider target until you have resolved that quest. If I remember right.
