If it is an nvidia card I'd recommend you download their GeForce Experience software and let it optimize your game settings. This will create a profile for the game that should give you a workable set of settings that you can then tweak if you have need. And starting from a known set of settings has the added benefit of allowing you to quickly revert to a known set of good settings should your tweaking result in undesirable side effects.
Edit: But go ahead and list your system specs (Steam | Help | System Information) because you may have an issue with the resolution at which you are trying to run the game or some other issue that the specs may identify.
Is that on a laptop? or on a resolution other than 1920 x 1080?
Do you know why you cannot run the game in full screen mode? I've only seen this issue reported on laptops where they are limited to 720 lines
why they are being overidden i dont know but i have a feeling its the ENB
Just a thought but have you created a specific profile for FO4? I've had to do this for a couple of games. This feature is under 3d settings and should load the custom settings you specify when you launch the game. Launching the game thru F4SE may interfere with the loading of the custom profile and you may need to create the same profile for that executable.
1) Set your monitor bet. 100-144hz, turn on Freesync/G-Sync if you have it, on the monitor itself.
2) Disable v-sync in game and in drivers Enable Enhanced Sync (AMD) / Fast Sync (nVidia) instead.
3) Cap FPS to the number you set in (1).
Using window mode I was not able to use a resoultion higher than 1920x1080. But with the mentioned change there was no need to use window mode anymore.
