Does Sheffield specialise in anything?

Special settlers like Anne Hargreaves or Vault-Tec Rep can be tier 4 merchants in certain shops for settlements. I can't find anything online about whether Sheffield specialises in a specific shop where he would be best used. I'd prefer to actually make use of him rather than having him be lazy in sanctuary...

Sheffield is running a Bar in Finch Farm. I brought him there to deal with alcohol and not to drink it by his own. And yeah he is not a level-4 vendor.

he is a level 3+ vendor for junk, he doesnt have all the level 4 things but he has more than the ussual level 3s at a max tier station.
