Couldn't he do the same thing with the creation kit?
There's a mod called "scrap everything" you should look into. That will solve that problem.
Search on the nexus for 'sanctuary'. There are several mods that achieve that goal.... BUT, all those mods have one big issue. They conflict with 'scrap everything', 'spring cleaning', and similar mods that modify settlement objects to be scrappable.
Unless you're willing to dig in and manually de-conflict those mods (would take a looong time), you're better off just scraping the buildings with scrap everything and rebuilding on the foundations or patching the buildings with new ceilings/walls/ect.
'place everywhere' mod is brilliant when you want to patch buildings or otherwise put things wherever you want them. It also helps to learn the console commands for fine tuning object positions and rotations.
I'm aware! Whether you're using them through the console or through place everywhere hotkeys, it's the same thing. It's crucial for people to learn about it when they're getting deeper into settlement building.
Yep, thats a mod you cant live without no clue why devs picked some of the items as non-scrappable...
Performance! The more build mode targetable things there are, the longer it takes build mode to 'activate' and the lower the framerate in build mode. Fallout 4 was designed with consoles in mind. It's sad, but I don't mind as long as we can mod away the console-ness... and we can! Yay mods.
