Waiting 24 hours or for a specific hour? They maybe stuck trying to go to bed or something and just haven't moved.

Tried loading the save, played for few hours, came back and they are still stuck in that dialogue. Tried reasigning them to the shop, finishing all dialogue options, nothing changed.
Sanctuary, yes.
Travel away from the settlement where the described behavior happens and wait a few days before going back. It is a bug that will prevent the settlers from completing the thanking dialogue, the only way to fix it is letting the game reset the dialogue options after the settlement attack has been dealt with.
Sanctuary, Red Rocket and Abernathy's are the Devil's Triangle of Fallout 4. If a settlement is going to bug out, the chances are very good it's going to be one of these three. I've had this very same bug myself at Abernathy's Farm. Here's what worked for me:
Reassign each bugged merchant to to another job such as farming or guard duty. Play the game as usual until 2 or 3 in-game days pass. Go back and assign them back to merchant duty.
Keep in mind that this will not work 100% of t he time and don't be surprised if the bug comes back. From my own experience in this game, the only fix that works 100% of the time is to NOT use any of the Devil's Triangle as your base.
