[PS4] Safari adventure glitch

I am having an issue with the Nuka-World quest on PS4, Safari Adventure. The issue is the Doctor Heins passcode is not spawning in the tool case where it's supposed to be. Also, the step before, to go to the giant metal snake, keeps saying that I have to go to Abernathy Farm back in the commonwealth. When I go there, the quest marker disappears and nothing happens. But when I go to where i'm actually supposed to go, the quest updates, but the damn passcode won't spawn. Yes, I have mods on. These mods are as follows in load order; Companion Infinite Ammo, All you can carry - Unlimited_Weight, Quick Hack and Pick, Faster Positive Affinity for Companions, Fast Travel From Anywhere, Legendary Modification, Sancuary max crafting resources, [PS4] Starting special = 70, cheatbunker01ps4.esp, (PS4) Pre-walled settlements, (PS4) Pre-Walled Sanctuary, (PS4) Craft Maxson Battlecoat, Laser and Plasma Weapon Power Mods and Suppressors - RR. And to see if I could just craft it, I downloaded [PS4] FreeMaker (Complete Edition) and couldn't find it in any of the lists on this mod. I turned off the cheat bunker and freemaker to see if that helps, but it didn't. Please help!
