Without following the link I'm placing an bet that the female version for half those is a stripper outfit.
Now whether or not that means that it should've been easy for the developers to add them in, or that the developers decided it wasn't necessary because both military uniforms and dress shirts already exist in-game, I can't say.
The hats however, are unique. So the lack of police hats is strange.
The only lore-appropriate reason I can think of is that all the patrol officers were out on patrol, and were thus vaporized by atomic weapons. The surviving law enforcement consisted of detectives, high ranking officers, and those stuck on office duty. It's possible that they all were wearing suits and ties, instead of patrol uniforms.
