Unfortunately that hasn't worked for me. Been away and back several times and he just stands at stairs or in town center doing nothing. (though it says he is a guard)

edit: I did recently discover that any item which is designated as providing "more scrapping" will not have the settler stay next to it. Scrapping items are designed to have the settler wander around "finding scrap" and only occasionally returning to the station. Again, there is a mod to fix that.
This is true.
However, if they are available as settlers, then you can add such NPCs as settlers from Workshop menu.
Common problem, if the object wasn't made especially for assignment. AI does not rush directly object.
There might also be an issue with navigation, depending on how object was presented. NPCs/settlers might not get to object, if navmesh is missing.
I happened to test X-cross from that mod, when I was fiddling with an Arena build. Settlers were able to to use them, when I assigned them there.
As mentioned above, your spawned NPCs might have issues, if they are not available as settlers, or set as settlers from Workshop menu. Standard settlers should interact with those items (at least with X-crosses I tested) normally.
