In any case, there isn't really a "best" FOV. It just comes down to personal preference, so whatever arbitrary numbers people give you here won't be particularly helpful. If you can't find an FOV that works for you then I don't see why we would be able to.
I've never played FO4 on PC, but for PC games in general 90 is pretty popular. I think I usually bump it up to around 110 if it lets me go that high.
Fov 88 120
That works well for me except that I like the map screen made bigger when I hit TAB and I can't really see much difference between 120 and 110 so I have been using:
fov 75 110

Yeah it would be nice to have a bigger map which is why i wished custom pipboy replacers would make it bigger but hey ho. It took me ages to realise you can hit right mouse button to bring the pipboy closer to your face xD
