For a good peek at this grab the Drifter's Outfit from the corpse just over the bridge from Sanctuary Hills. The total DR of the outfit is spread across both arms and legs, and chest.
So your military fatigues work the same way. You've ballistic weave modded them up to 110 DR, but it is spread across 5 locations. For argument's sake let's assume even distribution, so that's 22 DR added to each location.
Then put on an armored fedora tricked out to 110 DR. It all applies to the head, so you'll see head ballistic DR 110.
I wish the game did a better job of showing which locations are covered by an outfit/armor, and location specific DR, and whether it was something that could be worn under other armor in layers.
