Help with Beantown Interiors Drunken Gnome Quest (spoilers, I guess)

Hey everyone. I have been trying to collect all the Drunken Gnomes for the quest added by chucksteel's Beantown Interiors mod. This is NOT the Standalone version. I am having a helluva a lot of trouble locating one of these little bastards. I know I found him before and I know where. At least I think so. It was a while since I last played and a lot has gone on since then. Anyways that's besides the point.

The little bastard in question is called Sergeant Shultz or something like that and I think he is supposed to be at Relay Tower OMC-810. However I have cased the damn place like 200 times aalready and no mas. The guy isn't there.

So has anyone found him before? If so, where at?

And there is the clue "under a full moon" any ideas? I've been scratching my head on that one

Great minds think alike - I thought of Parsons as well. I went through and nothing, but someone should check behind me, they are so easy to miss. How about the round water towers? Or, is there a Moon on one of the billboards on the freeways with a restaurant underneath? I looked in Gwinnett Restaurant, Suffolk County Charter School, and Shaw High School in or around the Cafeterias. I was thinking kitchens, or the Drumlin Dinners,

Acadia would be a good idea, but we already found all five in Far Harbor.

Is the Mechagnome part of a quest like the blasters are

The Hotel in Far Harbor is the Harbor Grand Hotel, the Gnome (Blind Willy) is on the second floor in the South East Wing (at the back).

Concerning the Chef Hat Gnome, isn't that the last one we need for the BI quest?

thats the last gnome for drunken gnomes sanctuary not bi. that sets up the gnome appearing in sanctuary after concord museum, colonel klink

FYI, i have 30 BI gnomes, all the gp sanctuary gnomes, and only the gp GOS field scribe to find.
(all 5 BI gnomes in far harbour, and only the safari zone gnome left to find in nuka world.)
ALL the honest way, unless you count this discussion.
I blew up the institute... hopefully I didn't obliterate any gnomes...?

Cruds......found all the sanctuary gnomes and now I gotta capture some mutant gnomes
