Game implodes, but seriously lol
Scrap Everything is the name of a really GOOD mod, which allows you to scrap trash, bodies, anything not nailed down to the map. This CAN be used to ruin your game, if you delete the wrong door or wall. But wise use of it means you can utterly start over in locations, without having to build around existing crap.
There is a command, ... and I can't remember the name of it, that literally deletes all things in a cell, which will destroy your doors, portals to instance areas and maps, and npc cues.

Functions that work outside of It would work, however.
So, essentially, it would run the scrap command on every single instance of "grass" individually, but do it incredibly fast and without further input from you.

Scrap everything is a MOD. It's not IN the game normally.
The console command that gives ample warnings on every website I've seen it posted that "THIS WILL RUIN YOUR GAME DO NOT USE THIS" but people still do = people are dumb as rocks, the game isn't broken. The command exists because normally developers need to troubleshoot and do their code thing. That they are still in the game's code is irrelevant, if people want to use the commands they're there, but if they don't know HOW to use them, they're going to have trouble. Like... trying to drive a stick shift if you've only ever driven an automatic. You CAN do it, but it won't end well.
When you're using k/m controls, it's literally second nature to move your mouse hand off your mouse to hit enter. I mean, I know of no one who would even complain about that.
I find scrapping a lot easier with a controller (I use a knockoff brand XBox 360 controller). Walk up to object, X, A, if I remember right. Goes pretty quickly.
YET....the purist in me has trouble with the idea of a "scrap everything" mod that automatically cleans up settlements. I mean, it's been hundreds of years since anyone lived there or since settlers even cared about keeping things cleaned. There are radiation storms. Constant attacks on settlements. I'm thinking picking up a broom to tidy up the property would be the last thing on a person's mind when who knows what the hell might walk through that door in the wall protecting the settlement :)
Though it may essentially make the settlement useless.
Just use the scrap all mod and go manually.
Some things, like dead bodies or skeletons, can be gotten rid of with the "disable" command, but you have to make sure what you selected disappears, otherwise you've disabled something else, and should immediately use "enable" to get it back. The item does not really disappear, it simply no longer interacts with the game, and so seems to disappear, and it doesn't work on everything.
But the scrub-brush is my mortal enemy. I wish there was some way to get rid of it, cut it down, burn it in a pile, anything.
Game has merged several NIF-files to be loaded as one, to increase performance. Additionally, game does not load content that is not visible for you. This is a great improvement for previous BGS games and allowed BGS to do more with Creation Engine than before.
If you scrap or delete content that was part of PreCombined meshes, then all the related content in the cell will be loaded as separate NIF-files again. This will end up hitting performance later in the game, potentially rendering the settlement useless.
System is clunky, but the idea around is that player wouldn't want to scrap all. I think BGS made a slight error there, because many players will scrap everything, so that they can build more for XP.
What comes to certain movable static items: those you can delete with console without issues. This includes content like skeletons. They are not merged as part of static PreCombined meshes.
Before messing with the console, check out the mod called Place Everywhere. It has an option for extra object selection, which should include only objects that were left out from BGS scrapping list, but that can be safely removed with the mod.
