I'm not saying Beth. did anything wrong or shady (if that could be taken as what I'm implying) but, I do view it as a bit of a poor design choice.
I suppose what I really want to know is if there's a work-around to access the load order during times when the internet is down.
I have Nexus mods, Bethesda.net mods and some CC mods that were given as freebies. I like to switch them on and off depending what stage of the game I'm at. For example, don't use the Zombie Walkers mod in the prologue unless you want to have an interesting run to Vault 111. A couple other mods I have don't seem to really fit until I reach certain points in the story. I have a bad case of restart-itis so I often make new characters.

I wasn't in Steam offline mode. I had zero internet for 24 hours after a severe storm knocked out my ISP. Fallout 4 still communicates online with Bethesda.net whether Steam is set to offline mode or not. With zero internet service, Fallout 4 wouldn't log into Bethesda.net and I couldn't access the mods menu at all.
I can set Steam to offline mode and Fallout 4 will still give me the most current CC advertisement message in the upper right corner of the main menu. That's how I know that Fallout 4 bypasses Steam offline mode.

Also, I agree with Showler I will look into getting NMM set up.
