Fallout 4 Freeze / Crashing entire system, help needed!

Hey guys, first time poster on the steam forums - usually able to fix uprising issues but this has me stumped.

I've been playing on the same Fallout save for a week now and recently had the game freezing on me at random intervals, sometimes only freezing the application and others freezing the whole system causing me to do a manual reset. I was initially playing with my stable OC on both CPU / GPU when the crashes began, I've since put all settings back to factory and found the issue is still ongoing. Note that the freezing/crashing does not occur in specific areas; is currently happening in the Kellogg Dream quest where I'm stuck and cannot progress as I always crash when activating the TV. I'm also unsure if this is relevant, but my CPU usage drops to 2% - 10% as the game is crashing. All other games (100+) are unaffected, so issue is game specific.


Firstly, I'll establish what I've done so far and my ongoing process of elimination,

GPU drivers updated (tried both reverting to last, and an updated clean install),
Removed all overclocks,
Deactivated all antivirus software,
Deactivated steam overlay,
Verified Game Cache,
Updated F4SE,
LOOT load order,
Removed any mods which may overlap,
Checked temperatures - OK.

Through process of elimination, I think it may be the mods conflicting causing the crash - as I've spent now 20hrs+ sitting reading through forums, videos etc and to no avail.

Checked the connections, both monitors are plugged into GPU - I am removing my secondary to test it out now.

Personally, I'd like to correct your OS issues first but other games seem to work though they are less demanding.

Resolution of PC issues are long-term impossible unless the OS is rationalized.

None of that is neccessary. "Task Manager" will display which Services and Programs are running. You should know those well and any not required should be closed to play games.

Now that you have 1 monitor regenerate DXdiags and Steam specs. You examine DXdiags cause too verbose for here to look for changes in the DATA I reposted..vram etc..compare.

I'll look at your Steam specs for changes so copy and paste those.

"Third party programs" are not games or even programs on your computer. In the context I used it I meant programs writen by parties other than MS or your game that LOAD on you booting (power on) your computer. I provided a basic link above.

Absolutely normal, at this point. Don't have Nvidia so don't know if "Driver Version: 23.21.13.8800" is known good. Others might help.

Does DXdiags still show 12Gb video ram with 4Gb shared?

In any case, bed for me. Your initial error usually is resolved simply. SSo something is amiss. I again suspect your OS is so borked.

Dxdiag showed the exact same. I've went to BIOS and changed a few settings, disabled onboard GPU which seems to have helped stability. I've just finished running a DISM image cleanup and it came up fine, no files missing - unsure where to go further with OS.
