Yes, that would be my prefered order, because I am an RPG guy. I like a world, where are no good sollutions aka black and white sollutions like in any Bethesda game. The witcher 3 quests deliver on that account, even in their "simple" monster hunting quests.
Borderlands 2 satisfies the random loot gatherer inside of me, and is on top of that, pure CooP killing spree fun.
Fallout 4 has it advantages, too of course. The mod capabilities, the settlers system, even better with "sim Settlers", the crafting system mods. But if I have to look at the pure vanilla barebone game ....
Fallout 4 is, like the other mentioned games, on my internal list of "games I return to from time to time", but only because of the mod capability. That is btw. no small feat for a game. I own other 600 games, across all platforms.
But without the modding, it would not even be worth buying. That is the reason, I place it on 3rd place of this 3.

DPS or TANK wich is better?
Kinda stupid question to compaire something so very different, adn ask one of the worst questions, is it better?
Better than dying sure, better than winning the lottory, nope.
Winning the lottery in New Vegas was priceless. ... :D Not winning in the lottery was dying ...
I am more inclined towards sci-fi as well. I didnt find Fallout 3 overly silly and i am not quite sure why the fixation on making the Fallout series silly or negative lately. As shown with Nuka World for example.

-Has multiplayer and coop up to 4 whos entirely optional
-Has fun dialogues and good sense of humour
-Game is big , it IS technicaly smaller then fallout 4 but its biger , becouse its more packed with fun while fallout 4 is mostly open space few enemies here and there and dungeons(not patronising f4 , just making point why its bigger despite its not)
-6 main game characters
-Krieg is such good character he deserved his own point , second best character in gaming of all time in my opinion
-lots of loot you can share with friends , or not , or throw that legendary into the fire(like one of my friend did , his a ♥♥♥)
is fun without mods , tho there is "super fun time" on cheat engine(only way to mod this game is to resort to cheat engine most of the time sadly)
What fallout 4 is better at:
-Mods , lots of them
-Its more sandbox game , while borderlands is quite action packed
-You can actualy chose dialogues(tho your choice does not matter much)
-You can make own character
And dont get me wrong , i love witcher 3 , but...ask yourself how many "good" coop games were out there , while i would not give witcher lower score then borderlands , i would not nessesary say witcher is better i love both games really a lot and both shown how they care about players (borderlands 2 did get good DLC's ffor prize worth , not as good as witcher 3 but...look at fallout 4...)
Boringlands is a typical Gearbox game with all the typical Gearbox faults: Horrendous level "design", generic quest design, unbalanced gameplay and with Boringlands you get a ton of outdated memes and lame jokes that i guess only americans find funny. But Gearbox never made a good game to begin with. One of the most unneeded companies in the industry led by one of the biggest retarded ♥♥♥♥♥♥♥♥ in the industry.
Fallout 4 is just a bad Minecraft rip-off with FPS mechanics but at least you have mods which make the game somewhat bearable. Vanilla Fallout 4 though is just further proof that Bethesda employs some of the most untalented, unskilled people in the gaming industry.
