Well, I would recommend at least the Unofficial Patch, fixing quite a few vanilla bugs. If you are worried about achievements, there are mods that reenable them in a modded game.
Other than that, the answer is - yes.
'Best' is subjective. It is the strongest yes, but it is also the most expensive to maintain. I personally prefer the 45 because it is the easiest to maintain, using nothing but Steel, which makes it especially easy to maintain in 'dungeons' and while exploring as well compared to the expensive X-01.
If you get the Creation Club stuff, the Hellfire VI set has the same Ballistic resistance, better Energy resistance, but the chest piece has around 550 HP(about 200 less?). You can get the CC stuff for free.
