(SOLVED) Pipboy's and terminal's texts are white and unchangeable

not a major bug rendering my game to be unplayable, just that it's a little bit frustrating i couldn't change my pipboy's hud colour anymore, from changing the colour from the in-game settings to manually setting fPipboyEffectColorR/fPipboy...G/...B on all 3 inis. this bug is there for very long time, maybe somewhere near the start of a new game.

i have noticed that the scanlines are missing on both pipboy and the terminal. maybe it's missing a mask?

If you're using mods, check the load order. The CC update will have changed it. Also try verifying the game's cache, although you may have to reinstall any mods after doing so. Also, check the INI files. I had a problem where they were somehow set to read-only, preventing the game from saving my settings.
alright I found the real culprit after creating a new game and testing all nearly 300 mods of mine. turns out that i *accidentally* downloaded dave's poses optinal file called daveposes.ini, which contains bPipboyDisableFX=1 in the ini file. and i blame myself that i couldn't read for its description has told me "This adds an ini file that will turn off your pipboy effects and allow you to see the in game reference photos in color. If you have other pipboy mods, I suggest you move "DavesPoses.esp" down in your load order."

all because of that line and i'm blind. anyway it's solved. hooray
were you giving yourself that look when you realized what you did?

im having the same problem, i believe it happened when i put 'bPipboyDisableFX=1" into the fallout .INI file under the "[pipboy]" section it must be something to do with effects on he pip boy being linked to the colour

i put this in the file because my reshade preset was making the pipboy too bright

First, why necro this 7 year old thread when the answer is literally two posts above yours?

Also, why would you expect that the toggle of adding 1 to that DISABLE FX code do anything other than DISABLE the thing? Your reshade was the problem, not your pipboy...
