1) stuff that adds armor (eli's armor compendium, for instance) is "compatible" in the sense that nothing will break, but will probably be distractingly void of horizon's custom sorting infrastructure
2) stuff that changes weapon mods (combat scopes, legendary modification) kinda varies -- in my experience combat scopes is fine if you use the non-replacer version, but legendary modification is kind of antithetical to horizon's balance. horizon has its own approach to how legendary effects work and how legendary items are distributed so just try it without!
3) armorsmith extended is compatible though the most recent version (1.2.0b) eliminates the need for it unless you plan to use modded armors outside of horizon. it makes most clothes equippable with armor, makes armor hideable, makes armor weights craftable, etc)
4) don't do custom weapons. custom weapons with horizon patches (or the official horizon weapon pack) are fine, but horizon changes so much about how weapons work that custom weapons and other weapon infrastructures are effectively incompatible.
5) companion mods are probably fine, just avoid any that change the vanilla companions. vanilla companions are overhauled in their own way and horizon is likely to overwrite any changes they make. everyone's best friend is a safe and recommended mod, though!
6) ive heard mixed things about live dismemberment's compatibility, since both it and horizon make changes to locational damage. nothing that'd break your game, but there's the distinct possibility of one or the other just Not Working, depending on your load order
7) the settlement mods are fine, as far as i can tell. horizon edits lots of data regarding junk items, though, so be mindful about that.
8) you probably shouldn't use the super mutant overhaul with horizon -- it has problems that horizon makes more apparent
this isnt comprehensive because im sleepy but the takeaway is this: horizon changes so many things that it is incompatible with most mods that are more than surface-deep changes to the game.you could argue that the author of that mod is kind of an experience control-freak but the flipside is, you need so few extraneous mods that it keeps your load order slim and neat. you can pretty much narrow your mod-list to a weather/water suite that you like, the cosmetic mods you like, beantown interiors, 3dscopes, and horizon. if you feel that's too reduced, however, i would recommend tossing Tales From The Commonwealth in there! it's so professionally made that you can hardly tell its additions from the base game.
as a last piece of advice: no matter what other mod authors may say, horizon should be dead last in your load order. it modifies almost everything in the base game. the only thing that should load after horizon is patches for horizon and other mods. your load order should basically be
1) fallout base files
2) all your other mods
3) horizon
4) horizon patches
