If you tested it with a save that was created before you activated the mods, and the result was the same, then I can't see other solution other than performing a clean reinstall of the game, or trying to run a cache integrity verification with Steam's related tool and see if it fixes anything that was replaced or something.

Wait...you performed a clean reinstall and that wasn't enough to fix the problem? Did you make sure installation folder was completely empty after you uninstalled the game before you reinstalled?
Try it...when you uninstall the game, it will only erase files related to the installation. If any mod files are still there, some of them might still be messing with the game even though you state they are currently uninstalled.
Also when you uninstalled the mods, did you remember to disable them first?
