Bunker hill settlement

I want to make bunker hill a settlement. I finished the game with the Railroad ending and Kessler is dead. Is there any way I can get bunker hill without Kessler?

Edit: I play on Xbox one so I don't have access to console commands

Well... i guess it's not too hard to cook something in CK but you have to know what to look for and then upload the mod to Beth net. No idea if they allow such stuff there.

honestly i wonder how you killed Kessler in the first place, she is essential tagged (expect you use a mod makes every1 killable)
And nope dont think you can do it, usualy its after the fight for Bunker hill that she gives you "and your Friends" full access..

fast travel from bunker hill, then return. if you did quest ok it is on return that they give you the workshop.

Well to be absolute exactly: when you have speaked with Shaun that ends or Fails the Mission and make it anivable as settlement ;-)

and it's given when you leave and return, was that way for me, anyhow.

I went to the workshop and it says "you aren't allied to this settlement" I already finished the game though.

You need to do the Bunker Hill quests. One of the shopkeepers give you something, and afterwards Kessler will give you a quest, and if you finish the main story line she will speak to you and you will get the workshop.

LOL A console player should ask on the Xbox channels not the PC. Plus if you use a mod then that your problem you stepped out the main game. One last thing against console player just they should ask on a Xbox Channel for help not PC for help less it a non-modded game.

I don't really know how she died. Maybe one of the synths or bos knights killed her. I just found out that bunker hill could be a settlement but I found her dead, face first in a shack floor. XD

no, the Kessler quest, Kill Zeller, is to win a bunker hill traders visit trading shop to place on your settlements. not to win the bunker hill settlement.

You have to play Railroad or MM to get the Bunker HIll settlement, I think. Then you can not get it until after Battle of Bunker Hill, and the two prerequisties of Deb and Kesslers quests.
