All you need to do is start a new game and *for that game* everything will be normal.
Otherwise, you need to reinstall what you uninstalled, load a save from back when that stuff was installed, and then *uninstall it according to the mod's uninstall instructions'.
Some of those mods use a scripted menu installer - so they don't screw up menus through conflicts with other mods - and they have to have a script run to turn them off before uninstalling or you lose menus in your game.
Also, you mentioned scripting which must happen every time I load the game. Could it be as easy as opening a script editor and adding the line back in that tells it to load the menu I removed?
Not at this point - there's a lot screwed up in how the menus are organized due to your removing the mod this way.
Really, the only way to fix it is to reinstall, revert to an older save, properly uninstall (the mod should have come with an uninstall script - usually in-game in the form of a holotape command or craftable chem - and then deactivate the mod.
Or start a new game.
