Equip 2 armours at the same time?
So is there a mod, or console command that let's you equip like, 2 different arm armors on the same slot? Like put Leather armor and combat armor on simultaneously?

Why not 4? Why 2?
Why not 2 weapons at the same time? Imagine a laser rifle wielding death machince with a fat man in off hand!

You can already wear insane "under armor" once you obtain the Ballistic Weave ability from the RR. Besides, this game uses DR and not DT. DR from 0 -100 is pretty effective, where as, 100 and onwards doesn't actually make that much of a difference when all is said and done.
I don't think there is. I suppose you could combine different armour stats with xEdit and do a mashup with outfit studio , but there would be a ton of clipping and it would look awful.

Not really. There is, however, a mod that lets you equip outfits and armor, which may be close to what you're looking for: Armorsmith Extended.

You can use the armor combiner mod which lets you add them on top of each other. You can then add 200 pounds to your weight, or helmets till you can't see a thing anymore.

From there, use the mod to clear your vision again, so you can play.

Why not just hit TGM and be done with it! :-)
I'm doing it more for visual. I have a frig ton of outfit mods already installed. So there's no way besides like creation kit?

Outfit studio is what you're looking for. You can combine different outfits with that in no time.

The protection tapers off when it's far enough above the attack it's protecting against, so while it might not seem to be all that different while you're being sprayed by regular bullets, if you're hit by more powerful attacks, it becomes much more evident.

Armorsmith Extended will do what you want. https://www.nexusmods.com/fallout4/mods/2228
This is a major mod that requires several of the DLC plus a prerequisite mod--read the description and installation instructions CAREFULLY!.
