Also, try fast travelling somewhere else and back. Reload the cell.
If you can't find another ghoul by flying around with tcl on, try using the command:
setstage 0005ddab 40
Which will skip you to the next stage of the quest, and Danse should correctly respond to you talking to him.
In one play through, I did the BoS quest early on. Went without a hitch. Subsequent quest to Arcjet with Danse went fine too.
In my current play through I was allied with the MM long before trying the first BoS quest. Had secured a few settlements for the MM too.
In addition, I had already entered the Institute using the Railroad.
Tried to do the first BoS quest but hit the bug where Danse blabs on about "hostiles". Made a new save then reluctantly advanced it by console.
Then I followed Danse to Arcjet Systems for the next BoS quest. He got to Arcject...then ran off towards Graygarden. This is a known issue btw.
Reloaded the game and the same thing happened 3-4 times. Danse briefed me outside Arcject then he did a runner. I might have been able to console it forward but I avoid using the console as far as possible.
I thought, stuff this for a game of soldiers, deleted the saves where I had interacted with Danse, and ignored the BoS completely.
This is the only bug I've experienced with FO4. Everything else has worked fine, even assembling the dreaded Reflector Platform and the buggy Emogene quest.
It sucks that BoS quest is a bit buggy, because it is the start of a really nice faction. Oh well, at least there is the console.
Honestly, I think Danse was the one companion they really nailed. Him and Deacon. But mostly Danse, because they were able to truly hit the nail on the head with his quest and personality. I can't stress how they really nailed the idea of "big tough guy but actually vulnerable once you see his true side". Not only with his quest, but how he cares for the soldiers under him and the like. Just my opinion :)
That bug is annoying, I've also experienced it. You can fix it without the console, but it takes a bit of running around. You need to follow Danse back to the police department, and once he stops moving, talk to him there and he'll re-embark toward ArcJet. RUN back to ArcJet, yes run not fast travel, be sure to get there before Danse, go inside and find a chair to wait in, and then wait for 3 to 4 hours and Danse should catch up and correctly follow the quest movements instead of running back.
Between the neverending ghoul attack, Danse running his marathon, the non-interactive Vertibird during Show No Mercy, and the numerous bugs with Duty or Dishonour, they clearly didn't playtest this questline that much.

Every time I pass College Square, I hear Danse et al blasting away at the ferals and I feel guilty. I should go and help them.
Maybe I'll reload an early save and go to the end of Arc two of the MQ, just to play the BoS faction for a while.
