Perhaps try that: take out some of the happiness-generating objects...
Oh, also take out the beds. Usually people stop coming if there is not enough Beds - that and Water are the highest limiting factors to people coming in. Source: Vault Dweller's Survival Guide
Kinda like how settlers populate a settlement. Unfortunately there is no way to stop this on the vanilla game in contrast to a regular settlement.
I took out the Pick Me Up Station and Booze Still. Then a few hours later I got 3 more raiders! xD Also, when I first started to get raiders I only made the exact amount of beds for them, and even with only that amount, more still came, but then complained about there not being beds. Right now I have 23 raiders and before there were only 20. I guess I will not add the additional 3 beds for now, just to see if they will leave eventually.
The thing is technically I should only be able to get 21 raiders, because my Charisma is 11. That +1 is from the bobblehead. I don't have anything else boosting it.
Too bad there isn't a way to just 'send a Settler away' (telling them "there is no more room right now, sorry" or something).
That would help a lot ...or even allow choosing of certain body types of Settlers (if one wanted only certain kinds), etc.
Hmph, I may Suggest that at their website sometime.

I think I get what they were trying to do, after analyzing it a bit more...
The Raider Outposts, in theory, should get "Settlers" at a faster rate, as that one farmer said (Abernathy?) "...it's easier to take what you want than work for it" (as the no-shortage-of-raiders-everywhere shows).
Thus, they 'would' come in pretty quickly, once your Outpost is set up.
Also, the higher rate of immigration forces the player (somewhat) to start focusing on setting up Vassals and getting into that - so in a way, it kind of makes sense... it is just hard to keep up and as you say, makes the Settlement a bit 'choppy' quicker on some systems.

There is no reason to resurrect this dead thread.
And putting robots to farming in raider settlements still harms happiness, as robots have a set happiness of 50, while settlers or raiders go up to 100. Since the happiness rating of a settlement or outpost is the average of all the people there, having robots in a settlement/outpost will lower that locations happiness. So either way, you will have a lowered happiness rating.
If you have VAult 88 DLC you can build workout benches, etc.
More security helps too, if you have the Wasteland Workshop DLC, capture some Yao Guai or Deathclaws as sentries to wander around; extra Security and extra Food and extra Water all contribute to them being more secure feeling and warm and fuzzy and happy.
I got 100% happiness using robot farmers IIRC, you just have to do a lot more extra uplifting items to make up for it.
Oh and pets like Cats and Dogs too. Don't forget: 0 people + 5 cats + 1 robot = 100% Happiness
