In a populated city, however, it's part of the interior space and they probably will anyway which is why the homeplate house has its own cell.
Go to Nexus and search 'container'. Read the descriptions to find the one that suits you.
If you are looking for simple storage then any "wild workbench" can hold your ♥♥♥♥ and it is not affected by a cell respawn.
You can have one at each settlement and it will share the absolute same inventory as all of them.You do need a workshop to place them however.

All i can see are craftable containers that are used accross settlements, nothing for the outside world. I am referring to the storage/container mods of skyrim (u drop the container from your inventory) . I haven't seen a similar mod for FO4.

From what i can gather is that such a mod is not possible in Fo4 which is weird because there are enormous amount of container/storage mods for skyrim that can be dropped anywhere.
Who the ♥♥♥♥ wants to run all the way back to Sanctuary to store ♥♥♥♥? lol
People with low strength and no power armor.
More the reason to NOT want to have to run back to Sanctuary to store you ♥♥♥♥ constantly. Those conditions means making the trip more often....
When OP says "safe" they, probably, mean safe from cell respawn. Any cell that is not a settlement, with a few exceptions, will respawn after a couple of in-game days, wiping out what was placed inside containers and resetting their contents based on the loot table.
The workbench containers scattered avoid the cell resets.
