Ballistic Weave is overpowered for sure, but it also seems incredibly random where you're even allowed to use it.
Going off the cancelled van Braun as well as new vegas the bleeding edge of prewar combat armor namely the Hermes armour and the ncr ranger armour which is hinted to be the Hermes armour is on par with older model power armor like the T45.

They're talking about Bioweave.
I haven't seen anything like that in the vanilla game.
